One user license permits to install on your desktop and your laptop as long as you are only the user. If you got a new computer, uninstall software on old one and install on new one.
Business (up to three users) license permits to install on up to three desktop and three laptops with the overall number of users, not more than three. When a user leaves your company, the license can be transferred to other users keeping the overall number of users up to three.
